What the United States states

The U.S. Department of Defense states that, through its Biological Threat Reduction Program, the United States has supported 46 Ukrainian laboratories, health facilities and diagnostic sites.
The claim is deliberately attributed: it records what the DoD states, which its own fact sheet supports. Confidence is medium (not high) only because the source record is still marked unverified. The figure says nothing by itself about the purpose or nature of the work at those facilities.

Note what the claim is and is not. It is attributed to the DoD and supported by the DoD’s own document. It establishes the scope of a programme as described by its funder. It does not, by itself, establish what happened inside those facilities.
What Russia alleges
The Russian Ministry of Defence alleges that the United States funded military-biological activities in laboratories located in Ukraine.
"Supported" here means the evidence supports that the allegation was made and repeated, including at the UN Security Council on 11 March 2022. It does NOT assess whether the allegation is true; that is a separate claim (ukraine-us-labs-biological-weapons-programme). Both source records are placeholders pending verification, hence medium confidence.

Laboratories in Ukraine supported by the United States were part of a biological weapons programme.
Seed assessment. This is the substantive allegation behind the Russian statements. As of the last review the repository holds no independent evidence supporting it; the UN High Representative for Disarmament Affairs told the Security Council on 11 March 2022 that the UN was not aware of any biological weapons programmes in Ukraine (see claim un-not-aware-of-biological-weapons-programmes-ukraine-2022), and the US DoD describes the cooperation as public-health and biosafety work. Absence of evidence is recorded as "unverified", not as "contradicted": upgrading or downgrading this status requires new documented evidence, not narrative convenience.

What the United Nations said
On 11 March 2022 the UN High Representative for Disarmament Affairs told the Security Council that the United Nations was not aware of any biological weapons programmes in Ukraine.
Widely reported statement; the exact wording must be confirmed against the verified UN meetings-coverage record, which is still a placeholder. Note the epistemic scope: "not aware of" is a statement about UN knowledge, not a finding that no such programme exists.

Where the evidence stands
The repository currently records one attributed statement of scope (46 facilities), one documented allegation, one United Nations statement of non-awareness, and no independent evidence of a weapons programme. The substantive allegation therefore remains unverified, not “debunked” and not “confirmed”. Changing that status requires new documented evidence added to the knowledge layer, not a stronger adjective.
