"Biolab" is not a category
The word does more work than the evidence can bear. A short argument for reading the foreign-laboratories debate one facility at a time.

Ask what a “biolab” is and you get four different answers depending on who is speaking: a hospital diagnostic laboratory, a veterinary station, a research institute, or a weapons facility. The first three are ordinary parts of a health system. The fourth is illegal under the Biological Weapons Convention. Using one word for all four is not a simplification; it is the argument.
The numbers usually quoted illustrate the problem. That figure tells us how large a programme is. It tells us nothing about which of the four categories any facility belongs to, and it is routinely quoted as if it did.
The honest position is less quotable. What the funder states is documented. What the accuser alleges is documented. Whether the allegation is true is, on the evidence assembled so far, unverified. The full dossier keeps those three things apart, chapter by chapter.
